The e-911 fee (that's it's actual name) is supposedly to pay for 911 services so they are available to all phones, even if they don't subscribe to phone service (in other words we subsidize those who don't pay for cell service) and to improve 911 service so those using cellphones can have their locations determined by a 911 dispatcher in case they are unable to give a location but still call 911. There's a lot of areas still in Canada where this kind of service isn't available, especially rural areas.
